Ladaat did an interview with Eli Yishai, where he clarified by saying:

The war is not army against army. When I say that I cannot sleep, I mean what I say. We need a lot of prayer. I am not speaking about targeted assassinations. When we are presently in a category of fighting that is totally different - and not fighting that we recognize - we need Siyata Dishmaya. There were great successes to the security forces. Today, this is a war of missles and that is totally different. We need a launcher and interceptor and this [requires] a totally different level of quality. There is the Iron Dome and Magic Wand. A war of this type requires a lot of mercy from Heaven.

In dramatic and critical moments, Maran [Rav Ovadia Yosef Shlit"a] decided in decisions of which some will not be publicized and some may be publicized at a later date, but these decisions were important as they are matters of life and death.
