Third Beit Hamikdash on Yom Hakippurim

The Ben Ish Hai writes (שנה ראשונה פרשת וילך אות כא):

ביה"כ ילמדו ביחזקאל מריש סי' מ' עד סוף סי' מ"ג ששם נבואה שנתנבא יחזקאל הע"ה על בית שלישי ביה"כ עצמו, דכתיב בראש השנה בעשור לחדש, והיינו ראש השנה דיובל וארז"ל במדרש א"ל הקב"ה ליחזקאל הע"ה ילמדו ישראל נבואה שלך על צורת הבית ומעלה אני עליהם כאלו עוסקים בבנינו ע"כ


My translation:
On Yom Hakippurim, people should learn in the book of Yehezkel, from the beginning of chapter 40 until the end of chapter 43, since there is the prophecy that the prophet Yehezkel, עליו השלום, prophesied about the third Beit Hamikdash on Yom Hakippurim itself - as it is written "בראש השנה בעשור לחדש" (On the beginning of the year in the 10th day of the month), and that means the beginning of the year of Yovel (see here). And our Rabbis of blessed memory have said in a Midrash "The Holy One, blessed be He, said to Yehezkel the prophet, עליו השלום, 'The Jewish people should learn your prophecy about the form of the Beit Hamikdash, and I will consider it as if they were busy building it.'"

but don't we say that binyan hamikdash is not docheh Shabbos or Yom Tov? If so, would this not be like performing a melacha on Yom Kippur? (The midrash only says that they will learn it, not that the will learn it on Yom Kippur.)

Yes, I am being mischievous. But for similar reasons people are worried about missing out an ingredient from pitum haketoret.
