On Arutz Sheva's Hebrew site, Menachem Shimshi has an interesting article why this Geula must be enacted slowly.

The Forward (incorrectly and incredibly) thinks that Haredim didn't stand still for the siren until a Hamodia article told them to, when in fact, it was always a very small minority that don't (but are always disproportionately portrayed in the media).  Anyways, Rav Karelitz Shlit"a had a similar Psak.
