We do not say Hallel because of the miracle of the oil. Rather, this miracle took away all doubt that it was correct to fight the war against the Hellenists, including the murder of Hellenist Jews. We say thanks for the victory. This is obvious from Al HaNisim. Hallel is said for the same.

It's not implied that way from the Braita in Shabbat 21b that answers "Mai Hanukka".

This is of course were the Maharatz Hayot is coming from. However, this explains why Hanukka is 8 days and not 1, and tells you that the Takana was made only after the miracle of the oil.

The question is famous. The miracle of the oil was really only seven days, as the first day it burned in accordance with the laws of Nature.

And the answer is in this Braita. The first day is a remembrance of the hidden miracle, which took place within the laws of Nature, that Talmidei Chachamim started fighting a physcial war for HaShem and won. The seven days are a Tosefet, and even on these days the Hoda'ah (of Al HaNisim) is not about oil.
