Shadow Halachic Israeli Government?

Does anyone have further details on this strange, but intriguing story on a new halachic shadow government in Israel?
The story suggests that it will just be used to show people how religious governments will rule differently than the current one, and is not intended to be an actual government with enforceable rules. Or did I read this wrong?
