Halacha Break: Do We Say She'asa Li Kol Tzorchi on T"B and YH"K?
It's time for a halacha break.
There are various opinions whether we say She'asa Li Kol Tzorchi on Tish'a Be'av and Yom HaKippurim as the blessing is for putting on shoes, which is not done on those days. And in fact, Rav Ovadia Yosef, in his earlier days Paskened not to say it because of Safeik Berachot Lehakeil. Early editions of Yalkut Yosef bring this down.
However, in the past 10-15 years or so, Rav Ovadia Shlit"a changed his mind and said that one should say this beracha even on Tish'a Be'av and Yom Hakippurim as we are not concerned for Safeik Berachot when there is a previous Minhag involved. Later editions of Yalkut Yosef mention this change in Halacha.

Thank you for the post. On this subject, I have always been intrigued by what may be the first indication of the change: Rav Yosef's notes to Shoel Venishal 7 (note num. 7) (later published in Yabia Omer 9 (Part i, num. 91, page 162)) dated 11 Ellul 5748/1988. There interestingly he notes his own custom. He mentions the editor's quote of the Yalkut Yosef, but adds "and so I am accustomed to make the blessing". It seems to be a Halacha vs Kabalah matter, as is clear from the citation by Rav Yosef to Yabia Omer Vol 2.
I saw one older Siddur which said that Rav Yosef put on shoes after the fasts were over so he could say the beracha.
Re: halacha vs. Kabbala, this halacha is included in Rav Yitzhak Yosef's Ein Yitzhak vol. 3 as 1 of 23 matters where we (before he changed the Pesak) follow Kabbala over Halacha. After he changed the Pesak, however, he now follows the Pashtanim in this matter too.
